Charlie is originally from Muncie, Indiana and after high school graduation in January 1975; he immediately enlisted in the U.S. Army.  Upon discharge in 1978, Charlie returned to Muncie and began his law enforcement career with the Ball State University Police Department.  Charlie graduated from the 57th Session of the Indiana Law Enforcement Academy in 1979, of which he was Class President.  After approximately 2 years Charlie joined the Muncie Police Department, which provided opportunities to work in Operations, Communications, K-9 Handler and Criminal Investigations.  In 1985, he received his Bachelor of Science Degree from Ball State University.  

Charlie’s career then led him to the Dallas area in 1985, ultimately working for the Mesquite Police Department where he is a Patrol Watch Commander today.  Charlie has over 26 years in law enforcement experience, he holds a Texas Master Peace Officer certificate, is a graduate of the Leadership Command College, Bill Blackwood Law Enforcement Management Institute of Texas, and a host of other management and training certificates.  While assigned as a Supervisor to the Jail Operations, Charlie was instrumental in developing a training program for the Detention Officers.

Charlie has served with distinction in the United States Army and with both active and reserve duty, has over twenty years of honorable service to his nation.  His active duty time includes service in Operation Desert Storm where he was a Platoon Leader.

Charlie rose through the enlisted ranks, obtained a Warrant Officers appointment, then an Officers Commission, ultimately retiring from the Army Reserve.  Charlie has a vast amount of experience and training for the job as Delaware County Sheriff including managing budgets, functioning as a purchasing agent, and accounting for hundreds of millions of dollars of equipment as a Logistics Officer with the Army.

Charlie has served on the Board of Directors of the Mesquite Credit Union and on United Way Campaigns.  He is a member of the Ft Wayne Scottish Rite, Hella Shriners, Selma American Legion Post #437 and the Veterans of Foreign Wars Post #7081 of Dunkirk.

Charlie and his Wife Kathi will celebrate their 35th Wedding Anniversary in September.
They have three children, two daughters and a son:

Brandy is working on her Masters and Teachers Certification at Texas Woman’s University in Denton

Khrystal is a graduate of Georgia State University and is a  at Dallas Baptist University and is on the Soccer Team

Son Patrick has followed in his Dad’s footsteps and is a Deputy Sheriff with the Kaufman County Sheriffs Department.
